The icon used by Pinta

Pinta is a free and open-source raster graphics editor heavily inspired by Paint.NET. Pinta shares similar features with and has the same layout as Paint.Net, such as layer support and effects. Pinta can run on Windows, macOS and Linux.

Pinta is not used much by mappers as the vast majority use Windows computers, so they use Paint.NET. Mappers also prefer more advanced image editors like Photoshop or GIMP.
